If you’re out there on the road and you’re operating a motor vehicle you are responsible for safety of the others on the road and your own safety. Learning to drive is one thing but being fit enough to be on the road is just as important and the Department of Transportation ensures that every person stepping into the vehicle is fit enough to be behind the wheel by an examination that they have to take.
